Expanding Party Membership

The Colorado GOP has lost over 14,000 registered voters in the last two years. This must stop now. A key duty of the Secretary is maintaining accurate membership records, and I will use this role to actively grow our ranks.

Re-engaging Republican Voters

The 2024 petition season revealed that thousands of Coloradans believe they are Republicans but are actually registered unaffiliated—over 30,000 petition signatures were disqualified for this reason.
As Secretary, I will build and maintain a database of these disqualified signers and launch a strategic outreach campaign to register them as Republicans and mobilize them to vote.
I will work with county party secretaries to ensure membership rolls are accurate and up-to-date, helping us track and expand our party.

Hispanic Outreach

Hispanics make up 17% of the Colorado electorate, yet 67% voted Democrat in 2024.
I propose that every county GOP committee host at least two Hispanic engagement events per year. These events will feature free food, music, local Republican leaders, and Latino conservatives who can communicate why our values align.
As Secretary, I will coordinate with county secretaries to ensure these events are scheduled, promoted, and funded by the State Central Committee.

Christian Outreach

32 million Christians nationwide do not vote. Many believe God will "take care of it"—but I believe God wants us to take action.
I will organize a statewide task force of our most dedicated pro-life Republicans to recruit and mobilize Christian voters.
This group will work with church pastors to promote civic engagement and host outreach events, bringing more Christian conservatives into the party.

Strengthening Fundraising

While fundraising is traditionally led by the State Chair, the Secretary plays a vital role in ensuring that donor records, communications, and outreach efforts are well-organized. Without a solid fundraising infrastructure, we cannot win.

Better Data = Better Fundraising

The Secretary tracks and maintains donor records—I will ensure every dollar is accounted for and used strategically to grow our party and win elections.
I will develop a statewide fundraising database, tracking donors at all levels and working with the Chair to ensure small-dollar and large-dollar donors understand where their contributions are going.

Statewide Fundraising Events

As Secretary, I will coordinate the GOP event calendar, ensuring fundraisers are scheduled effectively, avoiding conflicts, and maximizing donor participation.
I will help county parties organize fundraising drives, ensuring each county has the resources to engage voters and support candidates.

Better Organization for Victory

A well-organized party wins elections. As Secretary, I will bring structure and strategy to our operations.

Incentivizing Growth – Carrots & Sticks Approach

We must reward counties that grow our party.
I propose a 60%/40% funding split, with more state party funds going to the top 32 counties that recruit the most new Republican members per capita.

Reforming the Ballot Access Process

Congressional candidates who petition onto the ballot should also be required to attend the State Assembly and secure at least 10% of the Assembly vote.
This compromise ensures that petition candidates engage with the grassroots, fostering unity instead of division.

A Unified GOP Calendar

When I ran for Congress, I was frustrated by overlapping events—candidates and activists were forced to choose between multiple Lincoln Day Dinners on the same night.
As Secretary, I will create a statewide, integrated GOP calendar, ensuring counties coordinate events for maximum turnout and exposure.
This will help candidates, activists, and donors participate in more events, strengthening our presence across the state.

Meet Russ Andrews

About Russ Andrews

Russ Andrews and his wife, Lori, have called Colorado home since 1994. With a background in engineering, finance, and public service, Russ brings a wealth of experience and a results-driven mindset to everything he does.

A Strong Foundation in Engineering & National Defense

Russ earned his Bachelor of Engineering in Marine Engineering (B.E.M.E.) from SUNY Maritime College at Fort Schuyler. After graduation, he sailed on a Texaco oil tanker, gaining hands-on experience in the energy sector.

He later transitioned into defense technology, working for a technology firm in Crystal City, VA. There, he advised the U.S. Navy on major programs, including the FFG-7 trials program, the Ticonderoga Class trials, and the DDG-51 design process. His work contributed to advancing U.S. naval capabilities and national defense.

A Career in Finance & Business Leadership

In 1985, Russ and Lori partnered with an investor to renovate homes in Wilmington, DE, demonstrating entrepreneurial vision and financial expertise. By 1987, Russ joined Merrill Lynch in Philadelphia as a financial adviser, launching a 37-year career managing hundreds of millions of dollars in client assets. His financial acumenmakes him uniquely suited to strengthen the Colorado GOP’s fundraising and financial organization.

Community Involvement & Service

Russ has always been deeply involved in his community. He has served on the boards of:

Independence Pass Foundation
Aspen Camp School for the Deaf
Aspen Junior Golf Program (Volunteer)

From 2008-2015, Russ was the Chief Gate Judge for all major ski races in the Aspen-Snowmass region, including FIS, NORAM, and World Cup races. He also served as an ambassador for the Snowmass Ski Area, welcoming and assisting visitors.

A Passion for the Outdoors & Conservative Values

Russ is an avid golfer, skier, and big game hunter. As a multi-engine, instrument-rated pilot, he understands the value of discipline, preparation, and precision—qualities he will bring to his role as Colorado GOP Secretary.

For the past 15 years, Russ has been a weekly guest on KNFO’s David Bach Show, discussing politics, government policy, and how they impact personal finances. His ability to clearly communicate conservative principles and economic policies has made him a trusted voice in the community.

Now, Russ is ready to apply his leadership, financial expertise, and commitment to Republican values to strengthen the Colorado GOP.

"I ran for Congress in CO CD-3 in 2024, and over 15 months, I met thousands of thoughtful, passionate Republicans across our state. After the primary, I honored my Unity Pledge, joining the campaigns of Perry Will and Mike Samson in their successful bids for Garfield County Commissioner. I also spoke on behalf of Jeff Hurd when he had scheduling conflicts.
